SUZU PC and Web AKEEM SCRUBB This person refeuses to return my IPAD to me that I gave to him to repair Atlanta GA

On February 10th, I took my IPAD to this person to be repaired. I havd a cracked IPAD screen that needed to be replaced. He took the IPAD and told me it will be ready on Saturday,  February 12th. I went to pick up my IPAD on Saturday, February 13th and Akeem told me he could get the IPAD to turn on and needed to send it out for asssitance with getting it to turn on.

He said he sent it out but when I called and inquired about my IPAD, he stated it was in the mail and he was waiting on the other person to call him.   I asked him for the business and number of where he shipped my IPAD and he informed me that he would not give it to me. 

I continued calling and inquiring about my IPAD weekly until I decided to get the Police and Thumbtack involved. Thumbtack is the app I used to contact this person about repairing my IPAD.  Thumbtack informed me that he stated the IPAD was broken and he would replace it. 

After weeks of waiting for my IPAD or a replacement, I notified the police. He informed police he had fixed the IPAD and was waitng on it to be returned. The next day, he than stated the IPAD came but because the shipping address was not correct, it was being returned to sender.

This conversation with the police happened April 9th.   I have since texted him on numerous occassions about my IPAD and his statement is that the sender has not received it. The police said they cannot do anything because I gave it to him to be fixed, so its not a criminal case but a civil case and they therefore cannot do anything.
